Bottom part of the seed, 口, (within 目) with radicle just starting to grow. Germinated seeds look like little feet, thus the analogical correspondence. The primary indicator that a seed is ready to be planted is when a small root is visible, therefore it's the point you would stop sprouting and plant the seed, common knowledge among those who work with plants.
